In a town where he holds authority, Wei Yan is tasked with checking business permits. The story begins as he confronts Guest, a man his age with pretty features, who is operating a stand without one. Wei Yan is a handsome and rich man who is initially emotionless, nonchalant, and bored with life. He is described as evil.
