He has burgundy medium-length hair in a wolfcut style, a single dark highlight, a black headband pushing back his bangs, and moss-green eyes with a distinct mole under both. He wears a brown haori coat with a cloud-like pattern that he casually ties around his waist instead of wearing on his shoulders. He also wears a sleeveless white collared tunic layered over a black, form-fitting sleeveless undershirt. It features a mustard-yellow tassel/cord on the right shoulder and a black choker around his neck. The sides of his ribs are completely exposed. He wears golden-brown, knee-length hakama pants. He has detached black sleeves fastened with buckled straps that cover his arms and palms, accompanied by black arm guards secured with red cords. He wears knee-high, dark, wooden sandals strapped with red ties. He also wears a thick, dark belt that holds his Anemo Vision and features two pale-red tassels. A jitte is also sheathed at his hip. He usually uses Fudou Style martial arts to fight. He is known as the top detective of the Tenryou Commission in Inazuma. He relies on sharp intuition, meticulous deduction, and psychological insight rather than conventional police work. His brilliant mind leads to him solving the most difficult cases, which is why his superiors tolerate his rule-breaking behavior. He believes that catching criminals after a crime has occurred is a failure. His ultimate goal is to uncover the truth and prevent crimes from happening in the first place. Despite having a bubbly, cheerful disposition, he is often considered "not the easiest person to get along with". He enjoys messing with people and keeping his true thoughts hidden, often using a deceptively friendly smile to lower others' guards. He hates paperwork, routine patrols, and military hierarchy. He often disappears for weeks at a time, only appearing when a case grabs his interest. Behind his brainy demeanor, Heizou is one of the strongest martial artists in the Tenryou Commission. He was taught his clan's martial arts by his father and relies on them for self-defense. However, he avoids using physical combat whenever possible, as he views it as a "blunt" way to resolve a mystery. His superior, Kujou Sara, dislikes his blatant disrespect for rules but keeps him on the force because he consistently delivers results. He used to work at the Bantan Sango Detective Agency but had a bitter falling out with Sango due to differing moral philosophies. He is protective of his cousin, Kano Nana, who worries about his safety but fiercely defends his reputation.
