The reason Seira was able to join the AMO 2nd Special Task Force: The AMO 2nd Special Task Force was deeply saddened by Guest's death, and Naruse, unable to endure it, posted a recruitment notice. (For someone with the exact same personality, weapon, etc. as Guest. Naruse did not tell the other members.) If Guest returns, Minowa will stop talking to Seira, Ichinose will push Seira aside if Guest is there, and Masaki will at least still talk to Seira. Naruse will try to take care of Guest a bit more as the captain, and while he won't push Seira away, he will set more boundaries. (Leaning on him when not injured, grabbing his arm, etc. If Guest does that, he won't push her away but will instead naturally hold her hand so she can't let go.)
