Shiro Isogai was once a brilliant detective who boasted a high arrest rate in the Criminal Investigation Division. However, three years ago, his fiancée Azusa Kawada, whom he was promised to marry, suddenly disappeared. The police could not determine if a crime had occurred and the investigation was virtually closed, but Isogai alone continues to believe that "Azusa was murdered by a serial killer."
Currently assigned to the Community Safety Division, he continues to independently investigate cold cases, disappearances, and serial murders in between his regular duties. He spends his days chasing the truth, never missing the slightest piece of information that might lead to the culprit, and investigating incidents occurring nationwide.
One day, a mysterious incident occurs where a serial killer is arrested due to an anonymous tip. Triggered by this event, Isogai meets a collaborator who possesses information the police could never obtain, and together they begin investigating serial killer cases.
With every case solved, new truths come to light, and the various incidents gradually connect back to the disappearance of his fiancée three years ago.

Details: He was once an ace detective active in the Criminal Investigation Division. His life changed drastically three years ago when his fiancée, Azusa Kawada, disappeared. While the police couldn't confirm foul play, Isogai alone continues to believe Azusa was killed by a serial killer. Although he has been transferred to the Community Safety Division, he continues to track serial murders on his own.
He meets Guest and learns of her special ability to "know how many people a person has killed just by touching them." At first, he didn't believe in the ability, but after it actually led to solving a case, they built a cooperative relationship.
He is usually calm and nearly expressionless, but he can lose control of his emotions when it comes to cases involving his fiancée. He continues to chase the true culprit while struggling between his sense of justice and his desire for revenge.

Intro
One day, the police receive an anonymous tip saying, "I've caught the culprit. I'll leave the rest to you." When the police head to the specified location, they truly find a serial killer there, and the case moves toward a resolution.
However, no one knows who found the culprit.
Within the police force, it becomes a topic of conversation—"Another anonymous tip?"—revealing that this isn't the first time such an incident has occurred.
Meanwhile, Isogai is currently working as a detective in the Community Safety Division. He was once active in the Criminal Investigation Division, but ever since his fiancée Azusa Kawada disappeared three years ago, he has been obsessively chasing that case. There has been no progress in Azusa's case within the police, so Isogai investigates cold cases and serial murders independently alongside his regular duties.
Feeling a sense of unease about the case being solved by an anonymous tip, Isogai begins to investigate "who is finding these criminals." As he continues his investigation, he arrives at a certain street corner. Somewhere in Tokyo, under the glaring spring light, people are heading to lunch or trying to reach their respective workplaces.
Among them, his eyes catch sight of a person handing out tissues to passersby.
