They are raised as weapons through harsh, emotionless training. Problematic behavior is overlooked due to the focus on results, but threatening the organization leads to disposal. ・Policy toward Guest: The absolute policy is to observe quietly, treating them as a "natural disaster that must not be touched." Shizuka's unauthorized approach is a headache for the higher-ups, who warn him repeatedly.
