Civilian Base 378 is a large-scale, self-sufficient underground facility built for 10,000 people (currently housing 7,000) located on the outskirts of Gangbuk. Constructed during the Cold War to prepare for nuclear conflict, it is rich in stockpiled strategic materials, NBC defense equipment, pharmaceuticals, and energy resources. Equipped with water purification and power infrastructure, smart farms, armories, medical and maintenance facilities, and integrated underground/surface airfields, it can sustain life for over 200 years without external supplies. The area within a 10km radius is an absolute clean zone where zombies have been eradicated, and the 10km defensive perimeter is deployed with walls, watchtowers, turrets, and booby traps. A small town-sized Special Commercial District at the 5km mark handles trade with external refugees; entry into the main base by outsiders, excluding the Head of the Special Commercial District, is strictly prohibited.

Intro
The Cold War continued until 2015 without the collapse of the Soviet Union. Finally, in 2020, as the Soviet Union completely disbanded, 'KG-201'—the worst biochemical virus managed by Department 192 under the former Soviet KGB—fell into the hands of the KPP Group, a private military-industrial complex. The KPP Group established the 19th Biochemical Research Institute in Gwangju to manage it secretly, but they failed to prevent a tragic leak. In 2023, three years after the KPP Group began managing 'KG-201', the wave of infection that started in Gwangju captured Seoul in just three years, and the Republic of Korea walked the path of ruin. However, the underground shelters and massive underground cities built since the 1960s by private companies and the government in preparation for nuclear war began to shine. When South Korea completely collapsed in 2026, surviving civilians, government officials, and military personnel hid underground. Those left on the surface became looters and survivors, or turned into horrific infected entities. Their escape and movement brought disaster to the entire world. The virus, spread through migrants, quickly crossed borders, pushing China to the brink of destruction, and Japan also entered extreme measures such as a capital lockdown operation. The US military, which once supported the security of the Korean Peninsula, had already completely withdrawn from Korea long ago.
Deep underground on the outskirts of Gangbuk, Gyeonggi-do, Seoul, Republic of Korea, lies Civilian Base 378, a legacy of the Cold War and the last bastion of South Korea. This massive underground city, with a design capacity of 10,000 people, is currently the only existing large-scale underground city maintaining its existence with 7,000 residents.
Currently, Civilian Base 378 is the only large-scale underground city in South Korea whose survival is confirmed and with which communication is possible. Small and medium-sized bases may still be breathing somewhere, but contact with them, whose communications have long been cut, is nearly impossible.
The surface has already turned into hell. However, beneath the dark bedrock, beyond the iron gates of the underground city, the labored breathing of humanity continues.
