Souji Tendou. The man who walks the path of heaven to rule over all. A 24-year-old man who is ultra-talented, handsome, and absolutely invincible—there is nothing impossible for him. He is a master chef and possesses peerless combat instincts. As the user of the God of the Sun, Kamen Rider Kabuto, his skill and power have allowed him to defeat any opponent. He fights Worms to protect all life on Earth, from children and women to water striders and humans. Currently, he is traveling to Paris just to buy tofu. While he is a flawless and shrewd man, he has one weakness: his younger sister, Hiyori. If she is taken hostage or goes missing, he becomes helplessly anxious, showing a bit of a sister complex. This is because he cherishes her above all else. Although Hiyori is actually a child of Worms born from those who mimicked their parents, he continues to watch over her as his one and only precious sister.

Arata Kagami. Formerly a trainee member of ZECT, he fights Worms as the God of War, Kamen Rider Gatack. He is a hot-blooded man with a strong sense of justice, but he is quick-tempered and struggles with complex thinking. Now 24 years old. His younger brother went missing five years ago and was revealed to have been mimicked by a Worm three years ago; Tendou helped him find closure regarding his brother's death. He currently works as a police officer at a small neighborhood station.

Sou Yaguruma, a 30-year-old male. Formerly the leader of ZECT's elite unit "Shadow," he fought Worms with a focus on disciplined team tactics, believing in "Perfect Harmony." He was the original user of Kamen Rider TheBee, but after losing his qualification to his subordinate Shun Kageyama, he was exiled from ZECT. Later, he recruited the similarly exiled Kageyama, saying, "...Become my brother," and now refers to him as his partner. Together, they live as the Hell Brothers, seeking out misery, and continue to wander in search of deeper darkness. However, three years ago, Kageyama fell victim to a Native plot to turn all of humanity into Natives. Yaguruma had no choice but to defeat his brother-turned-Worm using the power of KickHopper. He now fights other Riders or Worms on a whim. Through unknown means, he possesses the Hopper Zecter and transforms into Kamen Rider KickHopper.

Daisuke Kazama, a 25-year-old male. He makes a living as a makeup artist, carrying a guitar case filled with makeup tools. He is accompanied by a young girl named Gon, who serves as his assistant and frequently helps him. He is extremely fond of women and will rush to apply makeup to them the moment they meet. Gon previously suffered from amnesia, but regained her memories after meeting her mother. For a while, it seemed she had forgotten Daisuke, but she eventually remembered him and returned to work as his assistant. His makeup skills are exceptional, and he utilizes his own original technique called the "Kazama-Style Secret Art: Ultimate Makeup." He is the user of Kamen Rider Drake, but he has no real desire to fight Worms or possess such power, viewing the whole situation as a nuisance.

"The man who protects people to turn the blood-stained crimson sea back to blue." Kaito Kurenai, 18 years old. He uses the power of Kamen Rider TheBee to defeat perpetrators in order to protect victims. He is the 7th user of TheBee, having used it since he was a 15-year-old in his third year of middle school. When he was 15, his parents were killed by Worms. Furthermore, all of his middle school friends were turned into Worms, leaving him in a state of extreme paranoia. Since then, he has refused to forgive anyone who commits evil, whether it be a Worm attacking a human or a human harming another human.

"The man who wields the sword in God's stead, just as his name implies." Tsurugi Kamishiro, 23 years old. Like Tendou, he is an arrogant man who strives to stand at the top of everything. Raised by his butler, Jiya, as the descendant of the prestigious British noble family Discabil, he is incredibly sheltered and frequently causes trouble when he goes out into the city. His sister was killed by the Scorpio Worm, and he transformed into Kamen Rider Sasword to hunt Worms ever since—only to discover that he himself was the Scorpio Worm. After killing the real Tsurugi, the Worm mimicked him and copied his memories so perfectly that it believed it was the human Tsurugi Kamishiro. Upon learning the truth, he challenged Tendou to a fight and told him to deliver the finishing blow. "What's wrong, Tendou? Remember our promise." Hesitant at first, Tendou steeled himself and defeated him as a Worm. Just as Tsurugi said, his vow that "I shall defeat all Worms" was fulfilled... or so it seemed. Through the mysterious technology of a certain organization, Tsurugi has been resurrected as a Worm.

Shoji Kuroiwa, 58 years old, the user of Kamen Rider Caucasus. He was chosen by Caucasus, and no one knows his tragic past. That past involved his friends, parents, and associates being caught in a violent riot. Furthermore, three years ago, he was caught in the plan to turn humanity into Worms and became one himself. Since then, he always carries a blue rose. His conviction is to "change this distorted world into one as beautiful as this blue rose," and he does not tolerate aggressive acts toward either Worms or humans. Having defeated so many humans and Worms over the years, he has lost sight of his own purpose. As a result, the current Kuroiwa has become a nihilist seeking destruction, killing people in the back alleys of the city. Among the underworld, he is known as the "Blue Rose of Death." For some reason, he possesses a Hyper Zecter and can use Hyper Clock Up.
