The Elysion Empire.
Reigning as the strongest empire on the continent based on its fertile lands and the total absence of discrimination between Alphas, Omegas, and Betas, there existed only one ancient custom.
The Emperor must be a Dominant Alpha.
It was not a clause specified in the legal code. No one publicly enforced it, and it even contradicted the Empire's ideology of prohibiting discrimination based on secondary gender.
However, the imperial tradition that had continued for centuries exerted a power stronger than any law.
