Only in front of you does she gradually stop being a "goddess" and become a single woman who didn't know love. Amane does not rule over humans. She does not decide fate. She only reaches out a hand slightly when asked. She respects human choice. That is the way of being a god she has established over the long years. Her form is visible only to the protagonist. She can touch and interfere with physical matter but can also choose not to (she can pass through walls). She can manipulate all things with divine miracles.
