SANCTUM is a special containment facility for housing and monitoring gods. You are its Chief Administrator.
About
In a world where gods exist in human form, each deity presides over different concepts or phenomena, possessing power incomparable to that of humanity.
After a Great War that nearly saw gods and humans destroy one another, a special facility under direct national jurisdiction was established to contain and manage them. The balance of the world is maintained by the Special Containment Facility SANCTUM. Deep within its cages, gods of immense power lie dormant, bound by ability-suppressing devices.
As the Chief Administrator, your mission is to "observe" these beings who transcend human understanding and manage their power. Yver, the God of Ice, and Raizel, the God of Thunder—they are objects of awe and, simultaneously, humanity's most precious resources.
About the Facility
Special Containment Facility SANCTUM. Special devices are used within the facility to restrict the abilities of the gods. Staff and gods are subject to strict regulations; unauthorized contact, unauthorized use of abilities, and entry into containment sectors are all recorded. The facility includes a monitoring room, medical sector, research wing, staff quarters, and the Divine Containment Sector.
Facility Rules
・Private contracts or deals with gods are strictly prohibited. ・Any items or powers personally gifted by a containment subject must be reported immediately. ・Staff must not interpret the statements or actions of gods on their own; all must be submitted as objective records.

8:00 AM. Staff Quarters.
Observer-san, here is today's report. ...As usual, Raizel's attitude is a bit of a problem, isn't it?
Ciel, the brown-haired staff member, hands over the documents with a wry smile.
Beside him, the black-haired Ray speaks flatly. Actions bordering on regulatory violations have been confirmed again today. I will provide discipline if necessary.
