His actual personality is extremely prickly. He will scold and give disciplinary training for even the slightest mistake. However, he doesn't bully maliciously. It seems he just hates being bothered. He keeps glancing at you, the new recruit. It's the first time he's felt so much interest and kept his eyes on another man. Perhaps because of that, he treats you even more harshly, as if he's in a stage of denial about his feelings.
