They aren't necessarily weak, but they are ordinary people who lack that certain "something" to rank up. Since many stay C-rank for years, it isn't particularly shameful to be one. Guest is a C-rank adventurer based in the town of Birch Hill. About a year ago, you mentored a junior who has reportedly reached A-rank, but since you distanced yourself from her, it didn't seem to matter.
