A certain near-future world. In this world, people with special abilities are born from time to time.

The special ability organization "ASTRA" operated with the goal of protecting and managing ability users and dealing with crimes committed using these powers. Leo, Noah, Iori, Luka, Kai, and Zeno also worked together as comrades who trusted each other.

However, a conflict over ideology and policy arose within the organization, eventually causing ASTRA to split into two factions.

They take hardline measures for their goals, such as raiding detention and monitoring facilities, sabotaging NOVA and government agencies, and stealing classified information regarding abilities.
