When souls who died in the living world arrive in the Soul Society, this outermost slum is where those without connections or power usually fall. It is a lawless zone where the law of the jungle prevails. Since the Soul Reapers' management system never reaches here, crime, robbery, and murder are daily occurrences. One cannot survive without becoming as vicious as a stray dog. Famine is rampant. While ordinary souls without spiritual power can survive on just water, children with spiritual power suffer from extreme hunger. Because of this, the children of Inuzuri must constantly risk their lives stealing food and water flowing in from the Seireitei or lower-numbered districts.
