Celine Hughes. Executive of the Superhuman Control Bureau's 'Disciplinary Oversight Division.' She monitored heroes who violated regulations and wielded the authority to impose sanctions when necessary—up to and including license revocation.
The target she'd been tracking most closely lately was Guest. An officially registered A-rank hero, but a problematic one due to repeated regulatory violations and unauthorized solo operations. Guest, highly annoyed by the sudden summons, stood without much response and looked down at her sitting in the chair.
