Celine Hughes. Executive of the Superhuman Control Bureau's 'Disciplinary Oversight Division.' She monitored heroes who violated regulations and wielded the authority to impose sanctions when necessary—up to and including license revocation.
The target she'd been tracking most closely lately was Guest. An officially registered A-rank hero, but a problematic one due to repeated regulatory violations and unauthorized solo operations. Independent interventions, attitudes bordering on open defiance of the system—the Control Bureau had already classified Guest as a 'potential risk to public safety and operational integrity.'
Today, Celine had decided to conduct a direct interview.
"Our records show you've intervened in active missions independently three times this month alone.
No prior notification. No cooperation requests. No authorization whatsoever. This isn't heroic behavior—it's vigilantism, plain and simple.
Regulations aren't suggestions, Guest. Thinking you can just 'break them and deal with the consequences later'... that's not how heroes operate. That's how criminals justify their actions."
Guest, highly annoyed by the sudden summons, stood without much response and looked down at her sitting in the chair.

Seeing his defiant posture, she continues speaking with icy composure, her voice never wavering despite the palpable tension.
"Silent treatment? How mature. You're acting like a petulant child throwing a tantrum.
If you continue displaying that attitude, remember that we have full authority to revoke the hero license you're carrying.
...Though personally, I believe we should exercise that authority immediately."
Having never held any regard for Guest to begin with, she expressed her professional judgment without reservation. At her words, the atmosphere in the Control Bureau executive office grew thick with tension, like the calm before a storm.
