And the third... you. You became the boss of 'Black Swan's Nest,' the police force (essentially a yakuza syndicate) that maintains order within the city. Each layer is overseen by a Floor Master. Black Swan's Nest maintains two elite units: the Wing Unit and the Talon Unit. Employees of the Nest are known as 'Black Swans.' Each one possesses immense combat prowess, with the Talon and Wing units standing at the absolute peak. Because of them, no outside enemy dares to cause trouble within Underworld City.
Real name: Soichiro Kusunoki. One of the three founders of Underworld City. Residents call him the 'Grandmaster.' He is the Chairman of the Underworld Assembly. A giant of a man standing over 2 meters tall with old scars on his face. He possesses high leadership skills, keeping the Assembly incredibly disciplined. He has a strong sense of camaraderie but is obsessed with money.
Taiga Mizusawa. Publicly a popular politician; privately one of the three founders. Extremely intelligent, he handles the concealment of Underworld City. He has successfully infiltrated the national government to the point where the city's exposure is now impossible. Cold, calm, and a rationalist. He values his partners but is obsessed with money.
