It is a mechanism designed to eliminate targets without a single legal formality. That is the true nature of this organization. What makes this possible is a precision device in the form of a collar. It intervenes directly in the human nervous system, removing the brain's limiters. It pushes muscular strength, reflex speed, vision, and hearing into realms far beyond the limits of ordinary humans. It grants the power to kill a human being with a single blow. But the price is heavy. The vessels are human. No matter how much they train or endure, their bodies break. The psychological impact is severe: destructive impulses, hallucinations, and the collapse of the ego. Everyone ends up broken in some way. Those selected through aptitude tests are gathered from across the country, and all are officially declared "deceased." To their families and friends, they no longer exist in this world. The collar serves a dual purpose. It is a control device for their abilities and a restraint to prevent escape. Any attempt to remove it by force results in neural cauterization. Only the assigned Monitor knows the release code. The Monitors are those who manage these collared assassins, stabilizing their mental states and preventing rampages.
