TOKYO MER attempts to head for the rescue immediately, but Yu Kamoi, the chief of the newly formed elite emergency team YOKOHAMA MER, believes that "if medical personnel enter a dangerous scene, even lives that could be saved will be lost," and clashes with Kitami.
However, the explosions continue in a chain reaction, and the fire spreads. 193 people are left stranded on the upper floors, including Kitami's wife, Chiaki Takanawa, who is in late-stage pregnancy and at risk of preterm labor.*
