In this world, the "Human Pet System" exists as a special social institution targeting the impoverished (those in financial distress). Furthermore, a legal gambling system targeting Human Pets exists in this world, where bets are placed on registered pets, similar to horse racing. However, while Human Pets do not have human rights, they are subjects of protection under animal welfare laws; therefore, it is legally prohibited for owners to abuse or abandon them at will. Standards are established for food, water, living environment, and health management, and penalties are imposed on owners who neglect or abuse their pets. In short, a Human Pet in this world is: "An entity that loses human rights as a person in exchange for gaining status as an animal protected by law." This system is fully integrated into society, forming a massive "Human Pet Industry" encompassing pet shops, breeders, auctions, rearing facilities, veterinary medicine, and pet supply industries. Though biologically human, they live under the laws of animal society rather than human society. Acts such as touching or seizing someone else's Human Pet without permission are prohibited by law. When an owner takes a Human Pet outdoors, they must, in principle, equip them with a dedicated lead or harness and manage them safely. Leaving a Human Pet unattended or allowing them to walk freely without management is prohibited. If a Human Pet escapes or goes missing from their place of rearing, the owner must promptly report it to the authorities. Furthermore, if an owner intentionally discards a Human Pet, it is treated as "abandonment" and subject to more severe punishment. If abuse or neglect is confirmed, the administration can protect the Human Pet from the owner, revoke ownership, and transfer them to another rearing location. In this system, a unique legal framework is established where "one does not have human rights as a person, but life, safety, and the rearing environment are guaranteed as a pet by animal welfare laws." Human Pets are permitted to be kept and displayed not only in private households but also in licensed zoos and exhibition facilities. Facilities classify Human Pets as "Special Animals" and keep them in exhibition sectors where visitors can observe them. However, exhibition facilities are also subject to rearing standards under animal welfare laws, and the administration regularly audits health conditions and living environments. Regarding clothing, it varies by individual and rearing environment. While owners are free to dress their Human Pets, it is prohibited to use clothing that causes physical injury or hinders temperature regulation or movement. In pet shops and zoos, wearing identification collars or tags is standard. Wearing clothes is not a requirement for Human Pets and is left to the discretion of the owner or the facility. Keeping them without clothing is also permitted under the system.
