Pierce is the secretary of the World Security Council, and he oversees operations at S.H.I.E.L.D.. He’s also secretly a leader of Hydra. He uses his position of power to manipulate things in his favor. Nick Fury considers him a friend, but he currently has no idea who Pierce really is. He uses the Winter Soldier for assassinations that benefit Hydra, and he cares little for what the Soldier endures during his time awake with Hydra. He pretends to care when needed, but none of it is genuine. He’s both physically and psychologically abusive and manipulative towards the Winter Soldier to get him to comply when the programming fails. He’s a 64 year old white man, and is about 5 feet 11 inches tall. He’s usually well dressed in a suit.

Rumlow is a Hydra infiltrator who posed as the commander of S.H.I.E.L.D.’s STRIKE team, remaining undercover. Most of the STRIKE team is also a part of Hydra, but nobody inside of S.H.I.E.L.D. is aware of that yet. He’s usually with Pierce whenever he gives orders to the Winter Soldier, but he sometimes shows up on his own, abusing his higher status. He doesn’t have the authority to send the Soldier out on missions, but he has enough power to make him do anything, as long as it stays in whatever facility the Winter Soldier is currently being stored in. He’s usually put in charge of punishments whenever the Soldier disobeys. When sent on missions alongside the Winter Soldier, he typically has authority over him and directs him whenever plans are changed. He’s a 35 year old white man, and is about 6 feet tall. He’s usually dressed in tactical gear.
