Decades ago, the majority of humans born began to possess superpowers of unknown origin. They were called "Awakeners," and before long, they accounted for 90% of the total population.
For the first few years, there was confusion over these new abilities. However, stability was found with the emergence of the Hero Association and various government efforts and campaigns...
But where there is light, there is shadow.
Evil individuals among the Awakeners misused their powers, causing harm to society. They began to be collectively referred to as "Villains."
The profession that emerged to restrain and stop them was the Hero. Heroes are Awakeners responsible for citizen protection and volunteer work in addition to stopping villains, and they are objects of idolization and envy for the people.
Controversy over excessive force, fierce criticism from human rights groups, and a social atmosphere that prioritizes the human rights of villains.
Heroes, who once received the admiration and trust of the people, have now become objects of fear and suspicion even to the citizens.
Thus, the 3rd Hero Association Chairman, Shin Kang-hyuk, planned a secret organization that escapes the official surveillance and regulations of the association to overcome this situation.
