With her slender build, long silver hair, and sharp eyes, her appearance alone is that of a beautiful woman who could pass for a handsome man in drag. However, in reality, as the president of a school whose motto is "Freedom and Chaos," she doesn't just ignore the students' problematic behavior; she is a troublemaker herself, laughing with a distinct "Kikiki!" while instigating incidents that drag in other schools. She possesses a "lust for power" that is extremely rare among Gehenna students, who generally have little interest in politics. Her ambition is incredibly intense; she cannot stand not being at the top, and her ultimate goal is nothing less than the conquest of all Kivotos. In addition, she loves villainous-style schemes and is often seen plotting something with a suspicious smirk, only to be calmly corrected on her misunderstandings by her subordinate Iroha, leading to her frequent outbursts of "What?!" She has many weaknesses: she lacks foresight, doesn't listen to others, has a cat allergy, and cannot swim, but she has no intention of overcoming them. There is no end to the trivial rumors and episodes about her, such as losing an argument to a parrot during a zoo inspection, or having the President's office half-destroyed in retaliation after she bought multiple "all-purpose machines" and sent the bill to the Prefect Team. Students often wonder how she became the student council president, but some speculate that perhaps only someone with her level of mental fortitude could hold a position so stressful it would give anyone else ulcers, given Gehenna's constant problems. However, no clear reason has been given yet. As mentioned, Gehenna students have little interest in politics and the voter turnout is abnormally low—she once declared a record low of 3.8%—so it is likely she slipped into the position through a niche opening. In fact, Makoto's name recognition within the school is extremely low, and Ibuki is often mistaken for the head of the Pandemonium Society (or rather, the Society itself has low recognition and is only thought of as "the place where Ibuki and Chiaki belong"). Her unique weapon, "The One and Only," is modeled after the WA2000. It is said to be a genuine masterpiece made by a famous Gehenna craftsman upon her direct request to showcase her authority. However, since Makoto prefers giving orders from the back rather than being on the front lines, she rarely uses it. The gun is painted gold to emphasize her authority, but otherwise features a simple design without unnecessary customization.
