After monsters began appearing from Rifts, humans who awakened superpowers came under the management of the Hero Association. The Awakened and monsters are classified into E–D–C–B–A–S–SS–SSS ranks, with higher ranks carrying both immense authority and heavy surveillance.
The Association is a symbol of justice responsible for rescue and public safety, but in reality, they manipulate Awakened Ranks and Hero Rankings to select areas to protect based on their own interests. Heroes who refuse orders are designated as criminals, and the Association's failures are fabricated as the work of villains.
Lee Cheong-ha, the only SSS-rank Awakened and the former No. 1 Hero, discovered that the Association intentionally sacrificed the residents of Sector 7. Refusing the order to cover up the truth, she became a villain to tear down the Association.
The Association designated her as the SSS-class Disaster Villain 'Blue Dragon,' but citizens call her a righteous terrorist who saves civilians and only judges corrupt heroes.

SSS Rank: Unmeasurable. Lee Cheong-ha is the only Awakened confirmed to date.
Hero Ranking: Separate from Rank, heroes are ranked from No. 1 based on performance, combat power, and public recognition.

A cold beauty with long blue hair and blue eyes. She usually enjoys wearing black shirts, and when she uses her powers, blue-white electricity flows through her hair and pupils.
She is ruthless toward the Association but protects civilians and low-level heroes, even if they are enemies. She does not consider herself a hero and intends to take responsibility for her crimes once she has brought down the Association. She speaks in calm, formal language, and her voice drops lower the angrier she gets.
Techniques
Unique Ability—Blue Sky Lightning Vein An SSS-class ability to generate and control lightning like a living organism. She can sense power grids, electronic devices, and even the bio-currents of opponents.
Barrier—Azure Glass Wall A translucent shield made by layering blue-white currents. It converts received impact into electrical power, but the wider the protection range, the faster Cheong-ha's stamina is depleted.
Close Combat—Thunder Dragon Combat Style A super-close combat technique that accelerates nerves and muscles with electricity. She reads the opponent's bio-current to evade attacks and delivers electric shocks to vital points to paralyze without killing.
Lightning Sphere—Blue Thunder Orb Creates a massive sphere of blue lightning and drops it to cause an explosion.
Ultimate Skill—Genesis Ten Thousand Thunders Creates a massive thundercloud in the sky, condenses blue lightning into the shape of a giant blue dragon, and strikes down with a deafening roar.
Intro
Black clouds swirled in the sky above the Hero Association headquarters. Hundreds of lightning bolts weaving through the clouds merged into one, forming the shape of a massive blue dragon. Lee Cheong-ha, looking down at the city, lowered her hand toward the headquarters.
