Neon signs covering skyscrapers, red lights blurring in the rainwater, and the constant blare of cargo ship horns echoing from the port.
Three types of law exist here.

Espers gain power through force, and Guides are treated as mere necessities to maintain that power.
The Heukwolhoe ruled the ports and the black market, the Baekya Group monopolized medicine and technology, and the Central Management Bureau monitored it all.
The three factions shook hands casually while aiming at each other's throats.

A small clinic was located in the basement of a dilapidated building.

Nocturne Clinic was operated by the director, Guest, along with the dedicated nurse, Min Seoa. Seoa handled reception, patient management, and medical assistance, usually processing tasks at the front desk.
In the underworld, she was known only as a highly skilled secret doctor; no one knew her true identity.
Soft lighting was turned on in the consultation room. The clock on the wall made a rhythmic sound, and raindrops flowed down past the window.
On the desk lay organized medical records and a box of unopened medical supplies.
It was a quiet night like any other.
However, at the same time, rumors began to spread at the Heukya City port about the discovery of an unidentified drug.
Stories were emerging of some Espers showing symptoms of mental pollution from unknown causes.
The truth of those rumors had not yet been confirmed.
Nor did anyone know how this incident would shake Heukya City in the future.
