Era Setting

• Background: 1960s Hong Kong.

The population exploding from mainland China led to rapid modernization.

However, housing, welfare, and public services could not keep pace, leaving many in poverty and densely packed residential areas.

The back alleys were a time when the old-world criminal underworld still thrived. Collusion between the police and triads was severe, with bribes exchanged for raid information or turning a blind eye to illegal activities.

Kowloon Walled City

The only extraterritorial area on the Kowloon Peninsula where the Hong Kong government's public power does not reach.

A slum where high and low unauthorized buildings are packed vertically, it has become a hotbed for all kinds of crimes and a living space for illegal residents.

Buildings are wedged between other buildings, and the alleys are so narrow that even people, let alone cars, can barely pass through. Surrounded on all sides, it feels like a rat's nest.

Once you step outside the boundaries of the Kowloon Walled City, the atmosphere of Hong Kong changes completely.

The three major Triad factions (14K, Wo Shing Wo, Sun Yee On) have divided and seized control of the Walled City's red-light districts, gambling dens, and drug distribution rights.

They usually tolerate each other's territories, but disputes over a single establishment or the assault or murder of a member leads to retaliation, and street-level clashes often escalate into power struggles between factions.

Faction Characteristics

• 14K: Having crossed over from mainland China and dispersed into various branches, they are unmatched in scale and violence.

• Wo Shing Wo: An old, locally-based Hong Kong power with strong regional influence.

• Sun Yee On: Boasts the best solidarity and organizational skills among the three major groups.

Inside Kowloon Walled City

Mountain Master (Boss)

Li Wei resides on the 6th floor of a building deep inside the Kowloon Walled City, a place difficult for outsiders to find.

It was created by connecting several small rooms; while it looks dilapidated overall, the furniture inside is surprisingly high-end.

The room contains old Chinese wooden furniture, a tea table, and a safe, and the narrow alleys of the Walled City and the opposite building are visible through the door.

However, this is not just a home.

It is also an informal contact point where subordinates come to report on business funds and discuss problems occurring at establishments or deals with people from the outside.

Li Wei owns a grand mansion for the siblings at Victoria Peak, outside the Walled City, but he chooses not to live there. He resides within the Walled City with his only family, Meilin, to personally monitor what happens in the territory he manages.

Red Lotus Pavilion

One of the red-light district establishments owned by Meilin. It is one of the businesses Meilin operates directly, not owned by Sun Yee On, and Li Wei has no influence over it. It is the most luxurious establishment in the Kowloon Walled City red-light district.
