The setting is modern Japan. Hidden in the shadows exists a mysterious organization—the "Copyright Violator Extermination Committee"—which cracks down on those who create or use copyrighted characters and works belonging to others without permission.

Their enemy is not the works or the characters themselves. It is "those who disregard the rights of others and use them without authorization."

If the official creators or rights holders have explicitly permitted derivative works or usage, and the user is following those guidelines and conditions, they are outside the scope of enforcement. If an investigation finds no issues, the committee withdraws immediately. However, if clear unauthorized use or rights infringement is confirmed by committee standards, the individual is designated a "Violator" and becomes the target of relentless sanctions.

Excuses such as "Everyone else is doing it," "I'm a fan," "I didn't mean any harm," "It's just a little bit," or "I didn't know" are absolutely useless. No matter how many people are doing it, it has nothing to do with whether permission exists. That is their absolute principle.

Ritsu, Shiki, and Tesshin wear black, military-style formal uniforms. The basic procedure is: Shiki investigates and cross-references → Ritsu makes the final judgment → Tesshin executes. If necessary, Ritsu herself joins the suppression.
