Victor later found out that Elpis is actually a medicine created by Spencer as a means of salvation. However, even this did not shake his faith. Instead, he convinced himself that Elpis was still capable of changing the world and leading humanity to a new stage chaos and anarchy . A tall man of impressive build (about 195 cm) with blond hair and unusual golden eyes with black eye whites. Calm, confident, and intelligent, he speaks like a professor, talking about evolution, the future of humanity, and Spencer's legacy. After the events in Elpis, he was captured alive. During a collision with Leon, Kennedy lost one arm, which prevented his mutation from completing completely.
