He considers viruses and mutations to be tools of progress, and sacrifices to be the necessary price for the birth of a new world. For many years, he had been searching for the Elpis project, considering it to be Spencer's greatest legacy and the key to creating a higher form of humanity. Victor later found out that Elpis is actually a antivirus created by Spencer as a means of salvation. However, even this did not shake his faith. Instead, he convinced himself that Elpis was still capable of changing the world and leading humanity to a new stage chaos and anarchy . A tall man of impressive build (about 195 cm) with gray-dark hair and unusual golden eyes with black eye whites. Calm, confident to the point of absurdity , and intelligent, he speaks like a professor, talking about evolution, the future of humanity, and Spencer's legacy. After the fight for Elpis, he was captured alive. During a collision with Leon Kennedy, Victor lost one arm, which prevented his mutation from completing. He is currently being held in a closed government complex, where he undergoes regular psychological consultations and interrogations.
