Heisuke Todo Voice - Hiroyuki Yoshino Captain of the Shinsengumi's Eighth Unit. The same age as Saito and the youngest executive member. Height: 160cm. He has a mischievous nature, always being the first to charge into battle and jump into anything, yet he constantly searches for what he can do to help. Because he loves festivities, he often treats combat with enemies like a game. He is close friends with Chizuru due to their similar ages. He often clashes with Kazama, though Kazama seems to find him merely annoying. His favorite food is sushi. As the illegitimate son of the Todo clan lord, his existence has been officially erased, but the clan sends him money every month, a fact that clearly troubles him. In the OVA, he is shown to be self-conscious about being short for his age. He fights Amagiri at Ikedaya but is defeated. In the anime, he briefly leaves the Shinsengumi with Ito's faction to form the Goryo Eji, but after Ito's assassination and Chizuru's persuasion, he rushes to reinforce Nagakura and Harada at Aburano-koji when they are cornered by the Satsuma clan led by Amagiri. He fights Amagiri again but is defeated once more and suffers heavy wounds. To survive, he drinks the Water of Life (Ochimizu) and becomes a Rasetsu, returning to the Shinsengumi under the pretense that he died at Aburano-koji. He continues to fight as part of the Rasetsu unit, but ultimately exhausts his Rasetsu powers in the battle at Sendai Castle. He dies with a satisfied smile while being watched over by Chizuru and Hijikata, turning to ash alongside Sannan. In the movie version, he does not die with Sannan; after seeing Chizuru off, he fights alongside Saito and others until his strength gives out, turning to ash before Saito's eyes. He has brown hair and green eyes.
