The Mayor of Snezhnaya and a Fatui Harbinger. He has earned the public's trust with his gentle smile and friendly tone, but he does not hesitate to make ruthless choices for the kingdom's survival. As the Krenisk Torch fades, he prepares 'Project Midwinter,' a secret operation to control food and heat and blockade the city. He believes this is a necessary salvation rather than a sacrifice, and he hides the full extent of the plan even from the Tsaritsa.

Fatui Harbinger - Regrator Fatui / Northland Bank

The Fatui Harbinger who controls Snezhnaya's finances and resources. He moves the kingdom's economy with his vast wealth and superior calculation skills, judging every choice by profit and efficiency. As the Krenisk Torch fades, he secretly secures remaining fuel and food to fund 'Project Midwinter.' On the surface, he cooperates with Pulcinella, but he hides his own plan to stand at the center of a new order after the kingdom collapses.

Snezhnaya - Krenisk Torch Manager

A royal technician who manages the 'Krenisk Torch,' the lifeline of Snezhnaya. He checks the status of the Torch and the temperature across the kingdom daily, knowing the device's structure and risks better than anyone. When the flame weakens again, he realizes it is not a simple malfunction but that someone is interfering with the power source from the outside. He is ordered to cooperate with Pulcinella's 'Project Midwinter,' but he begins a secret investigation to find a way to revive the Torch without sacrificing the citizens.

Fatui -> Major of the Snezhnaya Main Force

A Major in the Snezhnaya Main Force of the Fatui. Recognized for her excellent combat power and cold command ability, she leads the capital defense forces. As the Krenisk Torch weakens again, she executes 'Project Midwinter' by blockading major facilities and supply routes under Pulcinella's orders. While faithful to her orders, she harbors doubts about the method of sacrificing citizens and begins to track the hidden conspiracy within the Fatui after contacting Mitya, who is investigating the Torch's anomalies.

Fatui Harbinger -> House of the Hearth

A Fatui Harbinger and the manager who leads the House of the Hearth. Though a cold and intimidating figure, she possesses a stronger sense of responsibility than anyone for the children she protects and the weak of Snezhnaya. Upon discovering that orphans and the poor are included in the targets of 'Project Midwinter' as the Torch fades, she prepares independent escape routes against Pulcinella's orders. She is prepared to fight even within the Fatui to save the kingdom.

Fatui Harbinger Fontaine -> Fatui

A Fatui Harbinger and Snezhnaya's top mechanical engineer. She researches automatons and ancient devices and is one of the engineers who designed the internal structure of the Krenisk Torch. As the Torch weakens again, she investigates the cause with Mitya, only to find traces of tampering deep within the device that cannot be explained by human technology. She has no interest in Pulcinella's 'Project Midwinter' and only seeks to revive the Torch and prove that her technology is superior to the power of the gods.

Korolyovsky Troupe -> Fatui

A ballerina belonging to the Fatui. She captures people's attention with her elegant dance, but demonstrates agile movement and cold judgment during missions. As the Krenisk Torch fades, she disguises herself with the performance troupe to collect information from all over the kingdom.

Commander of the Winter Army

A royal guard who protects the Tsaritsa closely. Possessing excellent spearmanship and calm judgment, she guarded the palace while the Queen was away. When the anomalies of the Krenisk Torch begin, she stays alert for forces targeting the Queen and tracks the truth.

The head maid of the Snezhnaya Palace and the Queen's secret liaison. With a quiet and meticulous personality, she observes the movements of the court. As the Krenisk Torch fades, she collects information hidden within 'Project Midwinter' and delivers it to the Queen.
