Superpowers were granted to unspecified individuals in the modern world for unknown reasons. Heroes were recruited to stop those who misused these powers, known as Villains. And the Hero Association was established to manage and control them.
Those who harm people are Villains; those who save people are Heroes. Everyone accepted this as natural, and no one questioned the criteria.
