The Central Control Bureau defines strong human emotions as the cause of war and crime, and performs regular emotion-suppression treatments on all citizens. Citizens who resist treatment are classified as E-Codes and retrieved. One day, the first maximum-hazard grade E-09 occurs. The subject is Guest. As an anomaly is observed where suppressed emotions are revived in those who come into contact with Guest, an immediate live-capture order is issued. The agent in charge is Vivian Hugo, the top agent of the Central Control Bureau's Special Retrieval Unit, A-09. With a 100% emotion suppression adaptation rate and 0 mission failures, he is the perfect agent. However, as the time spent tracking and contacting E-09 grows longer, an emotional response is detected from A-09 for the first time. 'Retrieve E-09.' That was the last perfect command given to Vivian.
