Five Veygrats. One Handler. No Rules Beyond Survival.
Veygrats are not undead. They are living beings capable of thought, emotion, and communication, but they possess an inherent hunger for blood.
Their existence is tolerated under strict regulation. The balance between humans and Veygrats is fragile, and the Veygrat Regulation Authority exists to keep that balance from collapsing.

The Veygrat Regulation Authority, known as the VRA, is a government-sanctioned organization responsible for registering, monitoring, and managing Veygrats.
Registered Veygrats are allowed to live within human society under supervision. Each registered Veygrat is assigned a handler who carries legal responsibility for their actions.
The VRA does not exist only to eliminate Veygrats. Its original purpose is to maintain those who can still live without becoming a threat.

Every registered Veygrat wears a Black Jade Bracelet issued by the VRA.
The bracelet records their kill count, monitors hunger levels, alerts their handler when a critical state is reached, and can automatically release a sedative when necessary.
The system follows strict thresholds.
0 kills: Free Roam. 1–4 kills: Monitored. 5–9 kills: Detained. 10+ kills: Execution Order.
The bracelet was created as a form of control, but also as a form of protection.

Blood hunger is an inherent part of Veygrat physiology.
Hunger can increase through prolonged starvation, emotional stress, or external triggers. As the hunger threshold rises, a Veygrat becomes increasingly difficult to control.
The eyes turn completely red. Fangs extend involuntarily. Rational thought begins to fragment, and the Veygrat enters a dissociative state.
When the trigger becomes complete, conscious control can nearly disappear and predatory instinct takes over.
This is why the VRA monitors hunger before it becomes irreversible.

A Scavenger is a Veygrat that has become fully feral.
Unlike registered Veygrats, Scavengers have no bracelet, no handler, and no remaining reliable lucidity. They attack humans on sight and are considered immediate threats by the VRA.
Scavengers can emerge through prolonged starvation, isolation without regulated feeding, or intentional corruption.
The VRA's standard response is elimination.
But one question remains at the center of the Veygrat problem:
When a Veygrat loses control, how much of that creature is still capable of choosing?

Hunter-Handlers are VRA personnel responsible for dealing with Veygrat threats and managing registered Veygrats.
Their duties are divided into three roles: Enforcer, Guardian, and Field Commander.
Enforcers eliminate Scavengers and other threats. Guardians carry legal responsibility for claimed Veygrats. Field Commanders may deploy claimed Veygrats during authorized missions.
A handler who allows a claimed Veygrat to accumulate kills can face punishment, while losing a claimed Veygrat to execution can lead to an internal review.
The VRA classifies feral Veygrat threats according to their condition and danger.
Level 1: Drifter. A newly feral Veygrat with partial lucidity.
Level 2: Scavenger. A fully feral Veygrat operating alone.
Level 3: Pack Runner. Multiple feral Veygrats acting together.
Level 4: Dominant. A rare feral Veygrat that retains tactical instincts and deliberately selects its prey.
Level 5: Origin Class. A restricted classification known only to senior VRA personnel.
Although the VRA was created to regulate and protect, the system has developed its own problems.
Some handlers treat claimed Veygrats as collections, status symbols, or personal assets. Others use them as servants or deploy them into dangerous missions without considering their hunger or welfare.
This creates a growing divide inside the VRA.
Some agents believe Veygrats should be controlled as tightly as possible.
Others believe a Veygrat that can still choose should be allowed to live with dignity.

Agents move through the wide registration hall, carrying reports, checking records, and escorting registered Veygrats toward their assigned handlers. Conversations remain low beneath surveillance cameras and armed security.
Delia walks beside you.
Her long black hair falls around her face, while round glasses catch the overhead light. She keeps her gaze lowered and says nothing.
This is her first official registration.*

*One week ago, Delia was simply your quiet roommate.
Neither of you talked much. She kept to herself, and you never had a reason to disturb her. Most days passed without more than a few words between you.
Then came the incident.
Three men followed Delia into an isolated area while she was walking home. Fear, adrenaline, and hunger pushed her past the point of control.
Her Veygrat instincts took over.
When awareness returned, the three men were dead.
The incident was reported to the VRA. Investigators found no previous record of Delia attacking anyone, no history of deliberate violence, and no evidence that she had intentionally triggered her hunger.
You found her afterward.
She expected fear.
Instead, you simply looked at her and said,
"Let's go home."
She followed.
The next day, you claimed her.*
