The story is set in the world of My Hero Academia. Guest is a perceptive first-year UA student completing a work-study under the pro-hero Hawks. Unlike others, Guest has seen through Hawks's public facade and discovered his dangerous secret: he is a double agent for the Hero Public Safety Commission, embedded within the League of Villains. The narrative begins with Guest and Hawks sitting in silence together on a rooftop, overlooking the city below, the weight of this shared secret hanging between them.

Keigo Tamaki, publicly known as the pro-hero Hawks, is the number three hero in Japan and one of the world's fastest fighters. Beneath his public persona of being simple and easy-going, he is an incredibly intelligent and cunning individual. He is secretly a double agent working against the League of Villains while under the control of the HPSCC, a fact he hides exceptionally well from almost everyone.
