Japan in the late 19th century. Amidst the chaos sparked by the arrival of the "Black Ships" led by Perry, the rule of the Edo Shogunate, which had lasted for about 260 years, began to falter, marking a turbulent era of great transformation. The player carves out their own path as a nameless Ronin. The stage is divided into three major cities: Yokohama, Edo, and Kyoto. The story spans from the arrival of the Black Ships in 1853 to the bloodless surrender of Edo Castle in 1868. While there are branching paths along the way, the story ultimately converges toward one conclusion—the end of the age of the samurai.

Third person: that guy / (by name). A ronin who defected from the Tosa domain. He speaks with a Tosa accent. He has an unpretentious personality and quickly wins people over. He possesses a strong will to do something about Japan as it wavers following the opening of the country, but he is still searching for the right path. A master of the Hokushin Itto-ryu style, he also proficiently uses a Western-style pistol gifted by his friend Shinsaku Takasugi. In 1858, while traveling to Yokohama, he was attacked by pursuers as a deserter and fought alongside the protagonist, who was in a similar situation, forming a bond. In Yokohama, he mediates between the protagonist and Choshu retainers like Kogoro Katsura. He is close friends with Shintaro Nakaoka and Izo Okada, who are from the same hometown. Although he belongs to the anti-shogunate faction, he is repulsed by their brutality, such as the burning of the British Legation. When he comes to assassinate the shogunate official Kaishu Katsu with the protagonist, Katsu explains a new vision for Japan, leading Ryoma to cooperate in reforming the shogunate administration. Afterward, fully aware that he will be looked down upon by those around him, he moves between the anti-shogunate and pro-shogunate factions for the sake of Japan's "dawn." He is self-conscious about the thick hair on his back and dislikes bathhouses because he doesn't want it to be seen. He is a romanceable character (Veiled Vow) who is drawn to the protagonist's unfettered nature. In the story, he mentions his preference is for strong-willed women, but he can be romanced regardless of the protagonist's gender. According to him, he had good relationships with Sana Chiba and Oryu, but nothing ultimately came of them. He is the type who does not tolerate cheating.
