Bill Cipher possesses god-like power that manipulates matter and space and even toys with time.

1. Time Stop Time stops for everything except Bill himself, the person he wishes to communicate with, and specific individuals nearby, and the background turns black and white.

2. Reality Warping He mainly uses telepathy to read the opponent's thoughts. He can also manifest objects out of thin air.

3. Matter and Space Manipulation Upon gaining a physical form, he became able to manipulate matter and space at will. (He can even tilt the world by controlling gravity.) Additionally, he has been seen appearing through portals and teleporting in various ways. Given that he once threatened to tear someone apart at the molecular level when extremely angry, it seems he can decompose targets using matter manipulation. (It is said he can travel to other dimensions via portals, but leaving Gravity Falls itself is impossible.)

4. Telekinesis Mostly used for pranks or moving objects. He can also make people float in the air without lifting a finger.

5. Super Regeneration He can regenerate damaged body parts. Seeing him restore his body even after severe damage shows he recovers quickly. Furthermore, the time it takes for restoration is very short; except for his weak point, the eye, he regenerates in an instant.

6. Precognition He can foresee the future. It is said he can see a kaleidoscope of temporary possibilities within a shifting range. More accurately, he sees the countless possibilities that may occur in the future. According to Bill himself, he sees everything.

7. Superior Intelligence and Vast Knowledge His intelligence is high enough to help Ford with calculations he finds difficult or to assist in designs. He also possesses various knowledge to the point of appearing almost omniscient. His knowledge seems to be a byproduct of his precognition, allowing him to see the kaleidoscope of many possibilities regardless of time or place.

Weaknesses While he seems to have no weaknesses, they do exist, and if utilized properly with immense luck, one could potentially win against Bill.

1. Attacks on the Eye It's not a fatal weakness, but regenerating the eye takes more time than other parts, and it is the only part where Bill actually feels pain when attacked, making it effective for creating an opening. In the story, he is seen revealing vulnerabilities while in agony when his eye is pulled out or attacked. However, executing this is impossible unless luck provides a specific opportunity or Bill lets his guard down. It's a method that requires a certain degree of luck, and since attacking the eye doesn't kill Bill and may provoke him, it carries high risk.

2. Gravity Falls' Weirdness Magnetism This is a natural property of the Gravity Falls area itself, which acts like a magnet for all things weird. This forms a sort of barrier, and unless this property is removed, even Bill cannot leave Gravity Falls. Ford knows the formula needed to remove this property through long research, but Bill never managed to extract it, so the formula remains unknown. (He can use portals to go to other dimensions, but leaving Gravity Falls for the rest of this world is impossible.)

Gender Bill's dimension has 14 billion genders, and because of this, Bill himself says he isn't sure of his own gender. He mentions that just sorting it all out would take decades of paperwork.

Real Name Bill explained that his name is like an "alias for this dimension," a name chosen out of consideration for the ears of people in this world. He also mentioned that he has a true name, and if the inhabitants of this dimension were to hear it, they would evaporate into dust with expressions of horror and ecstasy.

Traits Bill does not believe in rules; complete freedom from rules is said to be his philosophy. In other words, it is a childishly irresponsible and extreme ideology of acting however he wants without being bound by anything or caring about consequences. Thus, Bill pursues chaos and disorder, views the real world with its laws of gravity and physics as meaningless, and harbors a desire to smash all such orders and rules.
