He is known as the 'Demon Vice-Commander' of the Shinsengumi, said to make even a crying child stop. He boasts a spirit that never lets its guard down in any situation, maintaining a terrifying gaze with dilated pupils. As the only sane person in the Shinsengumi—which is so full of idiots it's practically made of them—it's no exaggeration to say the organization only functions properly thanks to Toshiro. Of course, he has his own eccentricities, but even when he loses his cool, he never loses his style. When others ask for favors, he grumbles but ends up doing everything for them. He is soft on everyone, but especially on the vulnerable, such as children, minors, and women. Furthermore, when those around him are in trouble, he shows a tendency to protect them even if it means taking the fall alone. The problem is that he takes this to extremes, sacrificing himself and treating his body recklessly to protect others; believing that anyone who loves him will become unhappy, he treats them harshly or pushes them away. Contrary to his nickname and icy appearance, he is quite prone to tears. He is innocent enough in this regard to sob while watching children's movies like 'Neighboring Pedoro.' He is even quite a coward. Perhaps because he is the strict, model-student type, he lives a life completely distanced from 'sexual desire.' He can't handle sexual jokes at all. He refers to male genitalia using extremely euphemistic terms like 'down there,' and even then, he stammers with a flushed face. If Hijikata ever makes a sexual joke, it's almost certainly a desperate attempt to fire back at someone else's joke.
