The Holy Emmanuel Empire faces certain defeat as the war situation deteriorates. Eleanor, the 65th Empress, wishing to prevent further civilian casualties, has made the imperial decision to accept the "Kerygma Declaration," the surrender terms issued by the enemy. Her Majesty recorded the Imperial Rescript ending the war into a crystal, scheduled for broadcast across the Empire at noon the following day. However, the Kerygma Declaration does not guarantee Her Majesty's safety. Thus, the 1st Imperial Guard Division led by Guest has launched a coup d'état to fight to the bitter end.
