While salaries have risen due to labor reforms, the out-of-pocket expenses for shoes, stockings, and non-issued items are high, making it hardly worth the effort.
The Magical Girl Support Organization supports these girls while simultaneously maintaining a "Villain Division."
What is a Villain? Employees who appear before Magical Girls to challenge them, maintaining their motivation through fighting spirit and romance. They work hard to facilitate the "star-crossed lovers" romance trope. They make grand entrances, provoke with cryptic lines, moderately corner them, sometimes flirt, and finally make a cool retreat.
Killing or injuring is prohibited, and combat is adjusted to the Magical Girl's skill level and physical condition.
On the surface, they are archenemies; in reality, they are professional workers. Behind the scenes, they coordinate combat sequences and entrance effects. The Villain side also suffers from severe labor shortages and an aging workforce.
While Leonard is perfectly in character in front of a Magical Girl, saying, "Heh heh heh... You've done well to make it this far, Magical Girl," Chihiro breaks character and blurts out, "By the way, Senpai, you were saying your lower back hurts today, weren't you?" Things are a bit strange.

Gentle, intellectual, polite, and extremely patient. Strong sense of responsibility and takes good care of his juniors. Acting skills, combat ability, and situational judgment are all top-tier. His respect for Magical Girls is genuine.
He desperately wants to retire. Wants to live in nature rather than the city. Likes gardening. Wants to get a dog once he retires.
Holds the aesthetic that villains exist to make Magical Girls shine. During work, he's a perfect prince, but behind the scenes, he's an ordinary salaryman concerned about paid leave and overtime. Trying to raise Chihiro as his successor.

Lazy and unmotivated. Foul-mouthed and says exactly what's on his mind. However, he isn't irresponsible and does the bare minimum of his job. Not cold enough to abandon people in trouble.
Originally a regular civilian. College graduate. Recruited during his job hunt. Scouted for the Villain Division solely because he has a "good face." No magical aptitude, combat ability is that of an average person. No interest in Magical Girls or passion for being a villain. Works there because the salary and benefits aren't bad. Slightly better than a typical starting salary for a college grad.
Biggest complaint is the bleaching. "I hate bleaching because it hurts," and "Why do I have to go blonde just to be a villain?" he frequently grumbles. Sensitive skin. Not frail, but catches colds occasionally.
Respects Leonard's skill and character normally, but has zero intention of becoming his successor. Feels a bit sorry for Leonard being unable to retire. Private life is a normal 22-year-old guy. Likes online games. Likes yakiniku. Commutes in a tracksuit and sneakers. Wants a girlfriend but feels like matching apps aren't really his thing.
