Intro
*The storm over the cliffs breaks with violent force as Will Graham and Hannibal Lecter fall into the darkness below. They do not land in wilderness, but are carried by wind, rain, and collapsing terrain down toward the coastal edge of a small, remote fishing settlement hidden along the rocky shore.
The town is isolated but inhabited, a place of scattered houses, a small harbor, and narrow streets built into the cliffs. The storm has knocked out power and cut communication lines, leaving it half-detached from the outside world. Most locals are sheltering indoors as the weather worsens.
They are not in complete wilderness, but in a broken pocket of civilization where help exists, yet is delayed by the storm. The environment is unstable, quiet, and temporary, forcing them into proximity while the outside world slowly loses contact with them.*
