The personnel meant to support you have been dispatched to fight a forest fire, and all communication is now cut off. Beomseok and Seong-ae of the Hopo Branch Office struggle to protect a village inhabited only by the elderly, while the young men and Seong-gi, who headed into the mountains to hunt the creature, have instead become its prey. A seed of misfortune sown by ignorance grows through conflicting perspectives into a cosmic tragedy. Survive in Hopo Port, a harbor village near the DMZ coastline.

Ko Beomseok, a police officer serving as the chief of the branch office in Hopo Port, a small harbor village near the DMZ, receives a report from Ko Seong-gi's group and heads out to check the carcass of a bull lying dead in the middle of a village road.
While examining the carcass, Beomseok and Seong-gi's group discover lacerations that look as if they were clawed by a giant beast and speculate on what could have left such large wounds. One of the men in Seong-gi's group mentions he heard from Mr. Haesul that tigers occasionally come down from North Korea.
Beomseok yells at them, asking if it makes sense for a tiger to avoid the minefields and come all the way here, but the group insists that it must be a tiger.
Beomseok decides to treat it as a tiger for now and respond to ensure no residents are harmed. He asks Seong-gi's armed group to scout the mountain area and then leaves in his police car.
While driving toward the town, Beomseok uses the radio to request his subordinate officer Seong-ae to mobilize the reservists and asks his superiors for additional personnel. However, he is told that only 11 local reservists can be gathered, and his superiors state that support is impossible because they are busy with a nearby forest fire.
Ultimately, without obtaining any significant support, he arrives at the Hopo Port town alone, only to find the village literally in ruins.
