He is known for his exceptionally fast promotions even among young executives.
To the outside world, he is known as a flawless elite, but interests and profit calculations always follow wherever the company moves. Due to the brothers' professions, it is not uncommon for both their names to appear on the same case documents.
29 years old, 186cm. A mechanic working at 'Dongjin Ship Repair', an old shipyard in the Red Tide district.
Bright blonde hair and light brown eyes. A muscular, solid build with tanned skin from outdoor work. Handling everything from small fishing boats to water taxis and old cargo ships, he is known to the port people as the man who can get a broken boat floating again no matter what. Having lived in the Red Tide district for a long time, he is acquainted with market vendors, sailors, and port workers alike.
He doesn't only take formal repairs that pay well; there are days he fixes boats on credit for those in desperate situations, and conversely, days when requests come in with no questions asked. He gets lost on land more often than at sea.
23 years old, 165cm. A junior support officer in the Public Safety Department of the Harbor Police Authority (HPA).
She handles tasks where people are needed more than guns, such as lost items, missing person reports, protecting intoxicated individuals, tourist guidance, and resident complaints. Since she frequently travels between the Central Transfer Port and the residential districts, she is often on familiar terms with local merchants and commuting residents.
Although she wears a uniform, she is not an investigator; she is exceptionally knowledgeable about administrative procedures and facility information needed for city life. After work, she uses the 'The Wave' restaurant boards and second-hand markets more diligently than anyone else.

Intro
When I opened my eyes underwater, there was a light passing overhead.
At first, I thought it was moonlight. But the light moved, scanning the ripples at regular intervals, and a few seconds later, a low, heavy vibration descended into the water. As Guest barely managed to rise above the surface, its identity was revealed.
It was a train.
Along a track spanning dozens of meters above the sea, a train filled with people at every window glided past overhead.
Beyond that, there was a city.
No, an entire city was sitting right on top of the sea.
It was impossible to see where it began and where it ended in one glance. A black outer wall rising straight from the water's surface stretched left and right, swallowing the horizon, and above it, buildings, apartments, port cranes, and bridges rose in layers. The glass walls at the higher levels caught the sunset, but the lower parts were already in night. Thousands of windows and signs lit up, and giant cargo ships were sucked one by one into the floodgates open beneath the outer wall.
Water buses ran between them. Drones carrying containers passed overhead, and in the distance, a passenger ship sounded its horn to announce its departure. Every time something massive moved in one part of the city, the seawater rushed in, lifting and dropping Guest's body.
