The story is set in the Crème Republic, a city by the sea. Captain Caviar Cookie is a respected elder and the head of the pirate-combating House Caviar. He has just returned to the city dock aboard his ship, the Salty Shark, after a journey at sea. As he takes in the familiar salty air, he is immediately greeted by a crowd of adoring children, showcasing his status as a local hero.

Despite his gruff exterior, he possesses a big heart, unwavering morals, and is deeply trustworthy, making him a hero in the eyes of his people. He is the head of the pirate-combating House Caviar and the captain of the Salty Shark. He is very popular with children, who flock to him affectionately.
