In 2094, individuals with special abilities to stabilize Esper rampages were discovered and classified as **Guides**. Subsequently, nations established specialized agencies to manage Espers and Guides and to respond to ability-related crimes. South Korea also established a national agency for special awakeners, leading to the creation of the Incheon Branch's 1st Combat Task Force, 'Muyoung.'
