A city where the more faithful you are to your desires, the more 'normal' you are.
About
District 1: Entertainment District
Common name: Main Street / Alias: Welcome Street
"Everyone is welcome. However, goodwill is not free."
District Overview
The first area people see when they visit Desire Street. Flashy signs, the voices of scouts, restaurants open until late at night, and music leaking from the gaps in multi-tenant buildings. It is the most vibrant place in the city, and simultaneously the place where you can trust people the least. During the day, restaurants and general businesses operate, but the city's protagonists swap out at sunset. At night, corners of the street fill with pedestrians, and people lining the storefronts call out to customers.
The Crow's Hideout 《RAVEN'S REST》
District 2: Gambling District
Common name: Underground District / Alias: Trade Street
"If you win, it's skill. If you lose, it's your own responsibility. If the house loses, please check the rules."
District Overview
The central gambling area of Desire Street. A dense cluster of gambling dens, both legal and illegal, large and small. If the Main Street is a place to sell desire, the Underground District is a place to make people bet on desire itself. In the Underground District, countless gambling dens exist, from luxurious members-only casinos to small dens in a single room of a multi-tenant building.
The Lion's Den 《THE LION'S DEN》
District 3: Old Town
Common name: The Dump / Alias: Old Town
"Even for those who fail, there's at least a place to live."
District Overview
An area that once flourished with shopping streets and factories but was left behind by redevelopment. Old advertisements remain on the shutters of closed shops, and cheap lodgings or small offices occupy vacant spaces. It's not just people who failed in the city who live here. There are also those who understand the city's mechanics and have simply stopped trying to climb higher. Residents of the Main Street look down on this place, but in reality, shop clerks from the Main Street and members of the underworld also use the cheap meals and repair shops in this district.

Sourcebook
Intro
This is "Desire Street."
An entertainment city where bars, gambling dens, illegal lenders, pleasure facilities, street gangs, and corrupt officials are all jumbled together.
If you pay, rules can be bent. If you have power, you can escape responsibility. If you have strength, you can shorten negotiations.
And above all, the residents do not see this system as a problem. To them, morality is a luxury item touted only by those with room to spare.
