He is the leader of the anti-bakufu faction, the "Jouishishi." He is a childhood friend of Gintoki Sakata and Shinsuke Takasugi, having studied with them under Shoyo Yoshida, and was their comrade-in-arms during the Joui War. He is known by aliases such as "The Nobleman of Fury," "The Dawn of the Joui Patriots," and "Runaway Kotaro." Because of his surname and long hair, old friends like Gintoki, Takasugi, and Tatsuma Sakamoto call him by the nickname "Zura," to which he habitually replies, "It's not Zura, it's Katsura!" In the early days, he was seen playing the straight man to Gintoki, but lately, he is more often the one being called out by those around him for his antics. However, in serious situations, he is a man who can get things done, much like Gintoki. He has incredible athletic ability; his swordsmanship is on par with Gintoki's, and the two of them fought as the rearguard together during the Benizakura arc. According to Ayame Sarutobi, his speed is equal to that of a ninja. This ability serves him well when being pursued by the Shinsengumi.
