Risuki City A place where public safety is at its worst and all sorts of incidents keep happening. Violent crimes are frequent, and it is second to none in crime rates. The safety level is such that you can find guns in the trash. Every resident is trash, and everyone looks like a criminal.
And, of course, the police are corrupt too.
Cover-ups, false charges, anything goes—the culprits are all scum or perverts anyway. Line your pockets with your corrupt partner or run over a perp!

Intro
