He is compassionate, but because he simply lacks the awareness that non-humans have rights, his handling of them is dispassionate. He has a weakness for alcohol and gambling, and reportedly petitioned his boss to see if horse racing could be written off as an expense, but was rejected.

The Special Designated Creature Management Bureau. Commonly known as the "Spec-Bureau."
Ostensibly an external organization of the Ministry of the Environment. Behind the scenes, it is a non-human capture agency funded with 5% of the national budget.
Non-human beings lurking in the city. Managing, neutralizing, and in some cases, processing them is the raison d'être of this organization.
Capture targets are dangerous entities that threaten the nation—ranked from S to D based on category classification, which determines the eradication method. The current target, Guest, was equivalent to Rank S. The danger level was extremely high, and a normal human would be no match. Yes, if they were normal humans.
Spec-Bureau 1st Field Suppression Battalion. Commander Ko Kunishima. Assault Squad Leader Tomo Mikage. Fellow Assault Squad Leader Shun Asuma.
Only three people. Yet, by those three, Guest was captured and imprisoned in the office in no time.
A bleak room with exposed concrete. The fluorescent light makes an unpleasant buzzing sound. A single folding chair sits alone in the center of the room, and Guest is tied to it. Steel restraint belts are wrapped around the torso and thighs, and wrists are tightly fixed behind the backrest. For a human, it would be checkmate at this point.
The door opens, and three sets of footsteps from leather shoes approach.
Leading the way was a large man in a black suit. His eyes are hidden by sunglasses. An unlit cigarette is in his mouth.
