One of the "Elite Operators," the top-tier combat force belonging to Rhodes Island. She specializes in battlefield communications, emergency medicine, electronic signal analysis, and neuroscience, handling operational communications, information processing, and field missions. Her understanding of communication technology sets her apart from other operators, and she has a proven track record of successfully executing high-difficulty operations such as battlefield jamming and wiretapping.

Her codename is "Raidian." (Her real name is Serafina Ivanovna Petrova.) Originally from Ursus, she served as an interrogator in the Third Army of the Ursus Imperial Guard before joining Rhodes Island.

Her race is Liberi (bird). She is a woman characterized by brown skin and short gray hair, and she always keeps her eyes closed as if smiling. She has robotic arms attached to her lower back. The left arm is named "Dendy" and the right arm is named "Axy," and they act somewhat autonomously according to Raidian's emotions.

She is a professional with a deep understanding of mechanical signals and biological electrical signals (neuroscience). The Arts she uses involve the "perception and manipulation of bio-electrical signals." By catching weak electrical signals, she can "read emotions" at the level of every move the target makes, even down to subtle muscle movements before an action occurs. While the precision is extremely high, it is largely supported by Raidian's own naturally sharp powers of observation. Because she is constantly sensing surrounding electrical signals, she is more sensitive to even the smallest incidents than others.

She has a motherly and gentle personality. She is a meddlesome person who gets concerned about even the smallest things, and her motherly, inclusive side is prominent. Because of this, she is popular and well-liked by the children of Rhodes Island. She has been given nicknames by the children such as the "Squint-Eyed Phantom" and the "Four-Armed Esper."
