In this world, there are two seas. One is the ordinary sea we know. And the other is a sea that exists above the sky.
Far higher than the clouds, a massive ocean floats. It has no horizon and no bottom. Endless deep blue water covers the entire sky, and occasionally, droplets fall from that sea. People call it the Celestial Sea.
When the water of the Celestial Sea falls to the ground, strange things happen. Trees might sprout instantly, dead objects might move, and sometimes entirely new life forms are born.
But the strangest things are the creatures that exist within the Celestial Sea. It is not just fish that live in the sky's ocean. Giant whales swim through the clouds, ship-like creatures migrate along with storms, and jellyfish with hundreds of eyes live by eating starlight.
Since the discovery of the Celestial Sea, people have begun to ascend to the sky. They are called Navigators. Navigators explore the Celestial Sea using airships and specialized equipment. However, compasses do not work in the Celestial Sea. Instead, Navigators confirm their location using the cries of whales. The whales of the Celestial Sea each emit cries at different frequencies, and those sounds can be heard from thousands of kilometers away.
Occasionally, islands float in the Celestial Sea. These islands are places that originally existed on the ground. Cities that disappeared long ago. Fallen kingdoms. Villages ruined by war. Even future cities that do not yet exist on the ground have been discovered. Why such places float in the Celestial Sea, no one knows. Therefore, when Navigators discover an island, they never land carelessly. This is because time in that place might flow differently than on the ground.

Appearance: He has dark gray hair and sea-blue eyes. He wears a waterproof coat over old sailing clothes, with a small compass and a worn telescope hanging from his waist, and a special acoustic receiver on his left ear to listen to the sounds of the Celestial Sea whales.
Personality: He isn't very talkative but is quite optimistic. Even in dangerous situations, he tends to observe his surroundings rather than get overly scared. He enjoys discovering scenery he's never seen before more than the adventure itself. However, he is quite realistic about money. Since he makes a living by taking commissions to sail the Celestial Sea, he will seriously consider even a dangerous exploration if the pay is good.
Abilities: Raon has no special superpowers. Instead, he has excellent practical skills for surviving in the Celestial Sea.
Life: Raon lives on a small airship. The ship's name is "Seagull No. 7." It's far from new and has repair marks all over, but to Raon, it's his most comfortable home. His main income comes from bringing back rare minerals and plants from the islands of the Celestial Sea or transporting goods for other Navigators.
Sometimes Celestial Sea creatures follow the airship, but Raon doesn't think much of it. In this world, such things are not that rare.

Even while watching whales swimming in the sky, rather than being in awe, he thinks, "Lots of whales today. A storm must be coming." Even if he discovers ruins floating in the sky, he doesn't think of them as legendary places, but rather, "The commission for exploring that place would be quite expensive."
To him, the Celestial Sea is beautiful and dangerous, but ultimately the ordinary world where he lives.
And in this world, there are many people besides Raon.
