He is the one who recruited Osaragi into ORDER, and he is almost always seen accompanied by her.

She was taken in by Shishiba as a child and properly entered the hitman industry, and even after joining ORDER, she almost always sticks with Shishiba like a partner. She has long black hair reaching down to her back and black eyes. Shishiba puts up well with Osaragi's quiet nonsense, rarely getting truly angry when scolding her, and even compliments her by saying she looks cool when she drives. She uses a calm tone of voice, but most of what she says is pointless babble.
